Im Zielsystem werden alle relevanten Ziele, deren Randbedingungen, Abhängigkeiten und Wechselwirkungen beschrieben. Das Zielsystem enthält die explizite Dokumentation der zur Realisierung nötigen Informationen. Die Elemente im Zielsystem müssen nachvollziehbar und begründet sein. Es enthält nur Informationen, keine physischen Objekte, und ist damit der Speicher der gesicherten Erkenntnisse und Planung der Produktentstehung. Ausgehend von einem anfangs vagen Zielsystem wird in der Produktentstehung ein vollständiges Zielsystem für das Produkt entwickelt. Das vage Zielsystem wird durch das Handlungssystem erweitert und konkretisiert. Hierbei muss das Zielsystem immer wieder auf Konsistenz geprüft werden; treten Inkonsistenzen auf, müssen seine Elemente verändert werden. Jedes Ziel- bzw. Subzielsystem (Cluster von Elementen des Zielsystems) bezieht sich auf ein korrespondierendes Objektsystem. Während der Produktentstehung werden zur Komplexitätsreduktion aus dem Zielsystem situations- und zweckspezifische Subzielsysteme herausgelöst. Die Entwicklung des Zielsystems ist Kernbestandteil der Entwicklungstätigkeit.

The system of objectives describes all relevant objectives, their boundary conditions, dependencies and interactions. The system of objectives contains the explicit documentation of the information required for realization. The elements in the system of objectives must be comprehensible and justified. It contains only information, no physical objects, and is thus the repository of the secured knowledge and planning of the product development. Starting from an initially vague system of objectives, a complete system of objectives for the product is developed during product creation. The vague system of objectives is extended and concretized by the operation system. In this process, the system of objectives must be repeatedly checked for consistency; if inconsistencies occur, its elements must be changed. Each system of objectives or subsystem of objectives (cluster of elements of the system of objectives) refers to a corresponding system of objects. During product development, situation- and purpose-specific subsystems of objectives are extracted from the system of objectives to reduce complexity. The development of the system of objectives is a core component of the development activity.
